"Siemens"
276 mln euros. That is the price tag to launch the much-anticipated fleet of high-speed trains in Russia. By 2009, Velaro Rus trains will be carrying their first passengers. A track 30 centimeters wider than the conventional one is the only thing that distinguishes the trains from their Western counterparts.

52:10 It is here in Dusseldorf that Siemens is going to build its high-speed trains for Russians Railways. The carriages have been specially designed for Russia’s tracks, which are wider than their German counterparts. The trains are expected to be launched into service in late 2009 and will travel between Moscow and Saint-Petersburg at a speed of 250 km per hour 52:32

High speeds involve high technology. These trains will be permitted to travel at 250 kilometers per hour, and the carriage technology is fundamentally new for Russia. The hauling equipment is tucked under the carriages. These seats can spin a full 180 degrees. You can connect to the internet via internal comlinks lines, or pass the time watching a movie over a cup of coffee.

Vladimir Yakunin
President of Russian Railways

28:30 We expect that cooperation with such big-league foreign companies as Siemens will help us increase the localization of train production in Russia. In the long run, we hope to produce such trains in Russia with the assistance of our partners. 28:57

Russian Railways’ plans to relocate some of its carriage production from Germany to Russia date as far back as 2005. At the time the company was ready to provide security for purchasing at least 50 trains. Yet, the contract worth nearly 2bn $ was scrapped due to an expert opinion that Russian tracks could not support such high speeds. Three years ago, there were doubts even about Russia's ability to provide maintenance for such trains. Surprisingly, in the period of just two years, Russia will be assembling its own trains, although with the help of German-made parts.

43:28 If you’re smart enough, if the blueprints are logical, the assembly parts are delivered on time, and everything you need is at hand, down to the screws and nuts, production goes smoothly. Actually, there’s nothing too difficult, particularly for me. 43:50

The agreement is for 600 m euros, covering train maintenance for the next 30 years. The conformity certificate for the first train will be issued in the first half of next year.

"Olya port"

Turning to the North Caspian's alternative transport link, a transport hub is underway in the Astrakhan region. Once in service, it could outshine the competition's traditional sea routes linking Asia and Europe via the 'Su:iz Channel. The route is projected to carry an estimated 50 mln tonnes of transit freight a year.

Around 5 thousand kilometers lie between the Finnish border and Iran. According to estimates, cargo transportation along this transport corridor could move a third faster, and at a 20% lower cost. Branching freight traffic across the Caspian region could earn Russia nearly as much as hydrocarbon sales, analysts say.

Alexander Gunkin
Head of the Port
20:09:47The port of Astrakhan, Olya, is just at development stage, as is its associated infrastructure. No one can be expected to provide perfect conditions straight away. It will take time to settle all the issues with freight carriers, shippers, and figure it all out. I strongly believe that this will make a decent modern port, and I don't anticipate any problems whatsoever with the state regulating authorities. 20:10:13

At the moment, the port of Olya has only three berths, for ferries, as well as for general and containerized cargo. Their total capacity is limited to 1 mln tonnes a year. The port has a rail link, and inner harbor is being rebuilt. The first cargo handling area has already been allotted some 1.3 bn rubles, or nearly 51 mln $, in federal budget contribution. The investments will be put to use within the next three years, expanding the port's capacity to 26 mln tonnes once the second cargo handling area becomes operational. The second area will command three terminals, for dry cargo, ferries and oil loading. In 2006, the port received 36 mln rubles or 1.4 mln $ in direct private investment for development. This year, the capital outlays are expected to reach 577 mln rubles, or 22.63 m $.

Alexander Melnikov
Deputy General Director, corporate investor

19:13:46 The port’s ongoing operations as well as its construction and development are driven by partnerships between the government and private investors. That means that the government is supervising and financing the construction of some federal property assets, while all the technical facilities are being funded by investors. All of these will make a complete and unified complex. 19:14:09

Experts forecast foreign trade between Europe and Asia to double within a decade. Astrakhan hopes its newly upgraded port will come into play in time to claim a significant portion of the Caspian cargo traffic, ideally around 36%.
